The Belgian Peppol mandate has been active since January 2026. Not all tools claiming "Peppol support" are equal: some include it in every plan, others put it behind a paid module, and one major French tool has no Belgian Peppol access point at all. This comparison cuts through that noise.

What "Peppol-ready" actually means
To be genuinely Peppol-ready for the Belgian mandate, a tool must:
- Send Peppol invoices in UBL 2.1 / BIS 3.0 format
- Receive Peppol invoices automatically and store them
- Connect through a certified Belgian Peppol access point, not just claim compatibility
- Handle registration of your enterprise number on the Peppol network
A free plan that only lets you send, but not receive, is not fully compliant. Receiving invoices from your suppliers is equally mandatory.

Limitations: Sole proprietorships only (eenmanszaken); BV and NV are excluded by design. Bank connections capped at two. No public API. No accountant messaging inside the product.
Best for: Belgian sole traders who want a tool built specifically for their legal structure.
Horus
Profile: Peppol-first platform for accountants and entrepreneurs, owned by The Yuki Company (Visma group)
Peppol: Peppol send and receive are the core product. Narrow scope: this is not a full bookkeeping tool.

Key distinctions
Peppol as core vs. add-on: Feen, Billit, Dexxter, and Horus treat Peppol as a first-class feature. Winbooks and Exact Online (OCR) charge extra for it or require separate modules.
Full bookkeeping vs. invoicing only: Horus is Peppol-only, with no bookkeeping. Dexxter and Feen bundle invoicing with a bookkeeping dashboard. Exact Online and Octopus are full accounting suites. Know what level of tool you need before comparing prices.
Direct vs. accountant-first: Feen, Billit, and Dexxter are available directly without going through an accounting firm. Yuki, Octopus, and often Winbooks are distributed primarily through accountants, which can mean setup depends on your accountant's availability.

"I only need to receive Peppol invoices for now" Feen Inbox at €7/month ex-VAT is the cheapest way to cover Peppol receive.
"My accountant already uses Octopus/Yuki/Winbooks" Ask your accountant to set up the Peppol integration within their existing tool. The cost and setup process depend on their plan.
"I need a tool with 30+ accounting software integrations" Billit's ecosystem is the strongest for native Belgian accounting integrations. Their Premium tiers connect to most Belgian and European accounting packages.
"I need Peppol and nothing else, as cheap as possible" Horus at €4/month is designed for this. It handles Peppol but nothing else, so you will need a separate bookkeeping solution.

FAQ
What is the difference between Peppol send and Peppol receive? Sending means you generate and transmit an e-invoice to your client through the Peppol network. Receiving means your software automatically collects incoming invoices from your suppliers on the Peppol network and presents them to you. Both are mandatory for Belgian VAT-registered businesses since January 2026.
Does every plan at every tool include both Peppol send and receive? No. Billit's free plan only includes send. Winbooks requires separate add-on subscriptions for each direction. Horus includes both from its lowest paid plan. Always check the specific plan you are buying.
What is a "certified Belgian Peppol access point"? A certified access point is an organization approved to connect to the Peppol network on your behalf. Not all software vendors operate their own certified access point. Some rely on third-party providers. Feen uses Recommand.eu; Billit operates its own. Dexxter's certified AP is not publicly named.
Is there a free Peppol option? Billit's free plan includes Peppol send. Horus and Yuki have free tiers with limited document counts. None of the fully free options cover both Peppol send and receive without restrictions.
Can I switch tools after January 2026 without losing compliance? Yes. Peppol identifiers are based on your enterprise number, not on the software. You can switch providers without losing your Peppol address, but check data export options before committing.
